MUSAWA Condemns the Violation of the Citizens' Rights to Movement, Peaceful Assembly, and Express Opinions
MUSAWA - The Palestinian Center for the Independence of the Judiciary and the Legal Profession expresses its shock at the news about preventing citizens from Hebron city of travelling to Ramallah –by the Ministry of Transportation and the security forces- to participate in the peaceful public demonstrations convened by the Social Movement Against the Social Security Law, and to express their disapproval of the decree-law on Monday, November, 12, 2018.
MUSAWA asserts that the citizens’ rights to peaceful assembly, and to express opinions are constitutional rights guaranteed in the Palestinian Basic Law, the Universal Declaration of Human Rights, and the International Covenant on Civil and Political Rights to which the State of Palestine has acceded. MUSAWA reiterates that the government and the security forces tend to prevent the citizens from movement and opinion expression is in line with the government’s insistence on imposing their ideology by force, neglecting the citizens’ right to participate in the approval of any legislation that tackles their basic rights of social and personal security, although this approach has previously proved its failure in adapting the will of the citizen, and in maintaining the credibility of the State of Palestine on the international level.
MUSAWA considers that the governments’ proceedings an absurd attempt to promote its policies that affect the direct interests of the citizens, and a pathetic attempt to show that its legislation is approved by the people.
The government’s crisis exit solution is by abiding to the people’s will, and by announcing the suspension of the application of the Social Security decree-law, until ensuring a reasonable and fair enforcement of it, which serves and achieves the Social Security’s objectives and requirements, and guarantees the citizens’ rights to participate in the issuing process, and to ensure their satisfaction with its implementation and its standards.
