Formulate the National Strategy for the Transitional Justice
In 2019, MUSAWA - The Palestinian Center for the Independence of the Legal Profession and the Judiciary, developed and published a report on transitional justice in Palestine through the efforts of local experts in cooperation with an international expert. It consisted of 5 position papers that convey the vision of the civil society in all its different sectors. It also presented comparative experiences, options, and recommendations to advance the Palestinian reconciliation process. Accordingly, MUSAWA is currently following up on these efforts by promoting a national dialogue through specialized community committees to discuss each of the transitional justice mechanisms, in hopes of developing a national plan to implement the mechanisms of Palestinian justice in order to achieve national reconciliation.
Therefore, MUSAWA announces its need to hire one or more experts in the fields of law, human rights, and transitional justice, in order to formulate the national strategy for transitional justice. This strategy, as a document, depends primarily on a participatory societal vision from all institutions and sectors of the Palestinian society through specialized committees which will be formed by the transitional justice conference on 25/2/2023 and in accordance with the four pillars referred to below.
The four pillars that the specialized committee will work on:
- Recommendations of the transitional justice report in Palestine on the accountability mechanisms for human rights violations.
- Recommendations of the transitional justice report in Palestine on job scrutiny and dismissal in the public office.
- Recommendations of the transitional justice report in Palestine on providing remedy for victims.
- Recommendations of the transitional justice report in Palestine on the development of the national strategy and action plan for transitional justice to advance the reconciliation process, in accordance with the Palestinian context based on the outcomes of the work of the other three committees.
The national strategy for transitional justice will be developed by one or more experts in a process based on the following stages:
- Review all Palestinian reconciliation agreements to date.
- Closely examine and review the transitional justice report in Palestine.
- Review international and Arab experiences in transitional justice.
- Participate in the Palestinian Transitional Justice Conference on 25/2/2023 between Ramallah and Gaza.
- Participate in all the meetings of the community committees formed by the conference.
- Participate in any meetings held by MUSAWA based on the conference result.
- Prepare the methodology for the national strategy for transitional justice and the action plan based on the strategy, no later than the end of March 3/2023.
- Conduct interviews with any relevant parties that could aid in the strategy formulation.
- Prepare a first draft of the strategy and submit it to MUSAWA for review by the end of May 2023, that should include the following:
- Document requirements and components
- Methodology
- The implementation plan in terms of mechanisms, procedures, means of success, obstacles, and the ways to overcome these obstacles.
- The role of the Palestinian society in the adoption and success of the strategy
- Participate in meetings with the international expert to consult regarding the structure and components of the strategy.
- Submit a revised version of the strategy by 25/06/2023.
- Participate in presenting the revised version in a video conference meeting between the West Bank and Gaza.
- Participate in meetings with decision-makers about the national strategy.
- Prepare a final version of the strategy, by the end of July 2023.
- Participate, if needed, in media interviews about the strategy.
- Participate in the press conference to announce the results of consultations with decision-makers during August 2023.

Qualifications:
- The applicant should be non-partisan
- MA degree in law, political science, public administration, or any field related to transitional justice and human rights.
- A Minimum experience of 5 years in one or more of the areas for which he/she is applying.
- Scientific research skills and proven research contributions in the field for which he/she is applying.
- He / She should have community participation related to the obstacles and reality of the rule of law and the defense of human rights
- Ability to communicate with international experts regarding transitional justice.
- Communication and presentation skills
