Complaint from:
Citizen: Safiyyeh Kamel Al-Mash’harawi
Subject:
“Alleged Torture & Deprivation of the Right to Medical Care”
Memo date:
29/04/2018
Brief description:
On 23/04/2018, MUSAWA received a complaint stating that the complainant’s son, Kamel Abul Karaya, has been taken to ………………’s police station to give a statement regarding the drug-use charges pressed against his neighbor... where Kamel has been detained for about two months. The complainant added that her son, who is being held in Tayba prison, has been receiving psychological treatment since he was young, as his father's death was caused by him messing with his weapon. The complainant also noted that Officer............... had beaten and tortured her son to force him to confess, all because of an old clash between the son of the complainant and the family of the said officer, which ended with the intervention of dignitaries and payment of money and the cost of treatment for the family. The complainant went on to say that, she was denied access to a medical report declaring her son’s condition, and that he had not been admitted to hospital for surgery on his broken shoulder as a result of torture, which obliged him to confess under duress.
MUSAWA’s intervention:
MUSAWA believes that what has been said may be considered a crime of torture which violates the human dignity of the detainee; especially that he is being denied the right to receive treatment or medical care. Accordingly, MUSAWA demands that an investigation be conducted to hold those responsible accountable, in accordance with the law, and ensure the right of the detainee to receive treatment and medical care, while retaining the right of the detainee and his relatives’ to seek compensation.
